Visiting the "Chortorii psycho-neurological institution" in Chernivtsi region

In order to fulfill the functions of the national preventive mechanism, representatives of the Secretariat of the Human Rights Commissioner of the Verkhovna Rada of Ukraine, Iryna Isopenko and Alina Pitey-Malyar, made a monitoring visit to the "Chortorii psycho-neurological institution" in Chernivtsi region (hereinafter - "Chortorii PNI").

Chortoriyskyi PNI is a stationary residential institution for social protection, which is formed for temporary or permanent residence/stay of persons with persistent intellectual and/or mental disorders who, due to their health, require external care, social and household services, provision of medical assistance, social services and a complex of rehabilitation measures and for whom, according to the opinion of the medical commission with the participation of a psychiatrist, a stay in a psycho-neurological institution is not contraindicated.

The territory of the institution is partially fenced, entry and exit from the territory is carried out through the crossing point. The territory is equipped with benches for rest. The facility has hot water.

The institution provides medical assistance in accordance with the license for conducting economic activity in medical practice in the specialties: organization and management of health care, psychiatry, physiotherapy, general practice - family medicine.

Subsidiary farming is conducted. There is a hall for watching TV shows. Inhabitants were in the exercise room during the visit. Inhabitants are provided with four meals a day.

There were no complaints from inhabitants about cruel, inhuman or degrading treatment or punishment by the staff.

However, during the visit, a number of violations were revealed regarding the right to health care and medical assistance, to an adequate standard of living, including adequate food, clothing, housing, to professional legal assistance, as well as other significant deficiencies that may lead to a violation human rights and need to take response measures to eliminate the causes and conditions that contribute to them.

In order to eliminate the violations, relevant letters and acts of response of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine will be sent to the competent authorities.
