In order to fulfill the functions of the national preventive mechanism, representatives of the Secretariat of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, Iryna Isopenko and Alina Pitei-Malyar, together with the representative of the public Victoria Volska, visited the regional communal institution "Khotynskyi Psycho-Neurological Institution" of the Chernivtsi Regional Council (hereinafter - "Khotynskyi PNI" ).

The territory of the psycho-neurological institution is located on the outskirts of the city in a green zone.

There is one residential three-story building for inhabitants on the territory. The basement floor is partially equipped for shelter, and there are also rooms with placed benches, tables, which are an area for leisure, a smoking room. On the second and third floors are sleeping places for inhabitants and space for communication and relaxation. There is furniture in the inhabitants' rooms. The institution is equipped with benches for rest, a canopy, rooms for watching television, where inhabitants can spend their leisure time.

At the same time, during the visit, the facts of improper treatment of the inhabitants by the staff of the institution were established. So, according to the inhabitants, they are isolated in the basement room for "bad" behavior. The fact was also revealed when the inhabitants mobile phone was taken away because she was actively calling various "hot lines".

During the period of interviewing the inhabitants, there was an incident of dispute between the inhabitants. The inhabitants, whose mental condition is severe, were kept in a fenced yard without organization of leisure time. According to the staff, it's a walk. However, inhabitants were found who were lying on benches, which may also indicate a ban on resting on beds in their own rooms. There is a volleyball court in the yard, but due to uncut grass, it is impossible to use it for its intended purpose - playing volleyball. The established facts testify to the insufficient organization of leisure time.

The survey revealed an internally displaced person who does not have documents and does not receive pension payments.

In addition, there are no handles for opening the windows of the living rooms.

During the visit, other violations of the rights and freedoms of the inhabitants of the psycho-neurological institution were discovered, with the aim of eliminating which relevant letters and acts of response of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine will be sent to the competent authorities.
