Visiting the communal facility "Ostrozh Psycho-Neurological Institution" of the Rivne Regional Council

In order to fulfill the functions of the national preventive mechanism, the employees of the Department for the Implementation of the National Preventive Mechanism of the Secretariat of the Verkhovna Rada of Ukraine's Commissioner for Human Rights, together with representatives of public organizations, visited the communal institution "Ostrozh Psycho-Neurological Institutio" of the Rivne Regional Council, located in the village of Ostrog, Rivne region.

As a result of the visit by the group, shortcomings were found that lead to the violation of the rights of the inhabitants, in particular, it was established that:

- the institution lacks shelter and any equipped basements, which should ensure the safe stay of inhabitants and staff of the institution in the event of an air raid or shelling;

- violation of the established standard of area per inhabitant;

- according to the inhabitants, the administration applies the involvement of the against their will to work on the auxiliary farm, which is used by a natural person-entrepreneur, for refusing to work, the inhabitants are forcibly locked in one of the premises on the territory of the psycho-neurological institution;

- according to the inhabitants persons, the administration of the psycho-neurological institution prohibits the use of cell phones by inhabitants;

- other violations of human rights.

In order to eliminate the detected violations of the rights and freedoms of persons who are provided with social services for inpatient care, appropriate response acts will be directed to the competent authorities.
