Monitoring visit to Znamyansk PNI of Kirovohrad region

As part of the implementation of the national preventive mechanism, the employee of the Secretariat of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Olga Grigorenko, together with the regional coordinator of interaction with the public of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Viktor Zhuchena, made a monitoring visit to the Znamyansk psycho-neurological institution.

The members of the monitoring group familiarized themselves with the living conditions, the organization of meals, and the level of household and medical care of the residents of the psycho-neurological institution.

At the time of monitoring, 200 people lived in the facility, including 30 internally displaced persons. A two-story building has been arranged for the nhabitants to live in. Bedridden patients and persons using wheelchairs are placed on the first floor of the building. Wards live in rooms designed for 3-6 people. On the first and second floors there are rest rooms with soft furniture. Residential and sanitary rooms for wards are being repaired. During the visit, it was established that the wards are provided with a rational four-course meal, and a rational diet is provided, taking into account their age and state of health, within the limits of natural nutritional norms.

Residents are provided with round-the-clock medical care, means of technical rehabilitation, which are renewed according to the terms of operation. All wards in September 2022 underwent a full medical examination and have declarations from a family doctor.

On the territory of the psycho-neurological institution, numerous flower gardens have been laid out, summer playgrounds, gazebos for recreation, and sports grounds have been installed. During the visit, part of the wards, in particular wheelchair users, were on the territory of the psycho-neurological institution.

According to the results of the monitoring visit, the management of the institution drew attention to the existing problems:

In connection with the introduction of martial law in the country, massive rocket attacks on the premises of the psycho-neurological institution, designated as a shelter, does not meet the requirements approved by the order of the Ministry of Internal Affairs of Ukraine dated 07.09.2018 No. 579 "On approval of requirements for the use and accounting of the fund of protective structures of civil protection", repair work is currently being carried out for its further operation as a protective structure.

At the same time, since the full capacity of the psycho-neurological institution is designed for 170 people, and since April 2022, 30 psycho-neurological institution displaced persons from the Slavic Psycho-Neurological Institution have been brought to the psycho-neurological institution, the norm of space per person for the residence of wards in the institution has decreased.

Also, in the event of an emergency power outage, the institution has 6 generators that provide uninterrupted power supply and provide the possibility of continuous comfortable living of the inhabitants in the institution.

Based on the results of the monitoring, appropriate letters of response will be sent to the management of the institution and relevant bodies to eliminate deficiencies.
