Orphans with disabilities may have a chance to stay in the family until the age of 23

December 1, 2017 we went to the Maidan in Kyiv together with several children with disabilities. Together with the guys from Kalinovka, we turned to the President of Ukraine with a request to promote the family placement of orphans with disabilities. And so, on November 21, 2018, the Cabinet of Ministers of Ukraine submitted to the Verkhovna Rada a draft legislative amendment that would allow young people with a severe form of disability to be in a foster family or a family-type orphanage up to 23, regardless of whether they continue their studies.

Before the adoption of the amendment, such inhabitants would have two ways - to a psycho-neurological institution (PNI) for adults, or to remain in the care of foster parents without funding (receiving only a disability pension).

I carefully read the draft amendments and the explanatory note to it, and I sincerely hope that the Verkhovna Rada will adopt it, specifying exactly what types of disability are meant. I sincerely hope that the government and parliament will go further and think over the whole system of caring for people with disabilities, regardless of their age. In my opinion, it is necessary to develop assistance to all families in which children and adults with mental and other forms of disability live. Such families need the help of a rehabilitation therapist, psychologist, psychiatrist, and parents need protection from emotional burnout. Without such support, families will not last long. It is also necessary, in addition to creating SGH (small group homes) for children, to create group homes and supported living centers for adults.

As for the project "Happy Home" and Children's Village Happy Child for orphans, then the adoption of the amendment will enable many inhabitants of Kalinovka to stay in their home, and not be transferred to PNI. For many of them, this is a question on which life depends.
