Employees of the Regional Representation of the Commissioner in Kirovohrad Oblast, within the framework of the national preventive mechanism, visited the Veselokut psychoneurological boarding school in order to verify compliance with the rights of wards.
The boarding school has been operating since 1977 and is designed for 160 male persons over the age of 18. At the time of the visit, there were 147 wards in the boarding school, including 3 internally displaced persons, a total of 141 persons with disabilities.
During the previous visit (2023), the recommendations given by the employees of the Secretariat of the Commissioner of the Verkhovna Rada of Ukraine for human rights were partially implemented.
A three-story building is arranged for the wards to live in. In-patients are placed on the first floor of buildings to facilitate access to outdoor activities. The rooms are designed for 9-10 people.
Violations of the rights of wards were found in the institution, including:
- non-observed standards of living space in the Department for bed-ridden wards, stacked beds;
- the stairs to the second floor have signs of wear and tear, a reinforcing mesh is visible from the concrete, which can lead to injuries to the wards;
- there is no shelter in the boarding school, there is no basement room that can be used as a temporary shelter, the wards and staff of the boarding house remain in danger when the "air alarm" signal is issued;
- insects (cockroaches) were found in the living rooms of the first floor;
- bed linen shows signs of wear, living rooms need repair, which leads to a violation of the right to a sufficient standard of living;
- two wards voluntarily left the territory of the institution and are currently wanted.
At the same time, the institution is in dire need of repairs to the bathhouse and laundry complex and the cafeteria. Based on the results of the visit, a report will be drawn up and appropriate response measures will be taken.
