During a joint meeting of the heads of the regional council and the OVA, the issue of relocation of bed-ridden wards from the Budyshchan psychoneurological boarding school to other institutions was resolved. These people are not mobile and are unable to manage without outside help.
At the beginning of July, the Deputy Minister of Social Policy of Ukraine, Ulyana Tokareva, was on a working visit to Sumy Oblast, who, together with the leaders of the region, visited seven psycho-neurological boarding schools and geriatric institutions to see how the security system in the shelters is organized.
During the visit, two main issues were raised - the institutions' readiness to act in emergency situations and understanding: how the process of transferring wards to shelters or evacuation from the places where they are located will take place. The second is to pay special attention to establishments located less than 50 km from the border, as they must be evacuated according to the Resolution of the Cabinet of Ministers.
In Sumy Oblast, this is the Budyshchan psychoneurological boarding school, which is located 18 km from the border with the Russian Federation. Therefore, his wards should be transferred to other institutions. The Deputy Minister was then accompanied by the Deputy Chairman of the Sumy Regional Council, Mykyta Banya, and the Deputy Head of the OVA, Olena Boyko. They argued that the institution should not be taken out of the region in its entirety, instead they proposed to transfer 22 people with limited mobility to similar boarding schools within Sumy Oblast. Other wards have the opportunity to move to the shelter on their own.
A lot of work has been done in these few weeks. It was worked out to which boarding schools people can be transferred, what conditions are created for them there, a plan for the complete evacuation of the institution in case of aggravation of the situation, etc. was considered.
During the meeting, these issues were finally discussed with Oksana Bohdan, deputy director of the Department for Social Policy, Veterans and Reintegration of the Sumy OVA, Tetyana Savenko, head of the Budyshchan Psychoneurological Boarding School, and those institutions where bed-ridden wards will live.
The head of the regional council, Viktor Fedorchenko, thanked everyone for the quick solution to the problem and emphasized that one of the most important issues concerning socially vulnerable population groups is the safety of people staying in social institutions.
