In order to fulfill the functions of the national preventive mechanism, Maria Popova, the representative of the Commissioner in the Odesa region, Valentina Shavlak, the chief specialist of the Department of Assistance to the Regional Representations of the Secretariat of the Commissioner, and Inna Chernysheva, the regional coordinator, made a scheduled visit to the Velikorybalsky psychoneurological boarding house in Odesa.
The NPM group found violations of the rights of wards, in particular:
lack of protective structures (shelter) and an "air alarm" warning signal;
non-compliance with the minimum living space standards;
the rooms in which the wards are kept and other premises of the psycho-neurological boarding house need repair;
not all wards are provided with bedside furniture and hard equipment;
a violation of the right of persons with disabilities and people with limited mobility to accessibility was recorded.
In order to eliminate the identified shortcomings, relevant letters and acts of response of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine will be sent to the competent authorities.
